Who Is Required to Test?

DOT-regulated employers must have a random drug and alcohol testing program if they employ anyone in a safety-sensitive function. This includes:

๐ŸšŒ
Bus & Transit
Drivers of vehicles designed to carry 16+ passengers
โœˆ๏ธ
Aviation
FAA safety-sensitive functions
๐Ÿš‚
Rail (FRA)
Locomotive engineers, conductors, and train dispatchers
๐Ÿšข
Maritime (USCG)
Crew operating inspected vessels
โ›ฝ
Pipeline (PHMSA)
Operations and maintenance of hazardous materials pipelines
โš ๏ธ Non-compliance penalty: FMCSA can assess civil penalties up to $16,000 per violation for failing to maintain a compliant random testing program.

What's Included

Everything you need to maintain a fully compliant DOT random testing program โ€” managed end-to-end by our team.

๐ŸŽฒ

Random Selection Draws

Quarterly DOT-compliant random selections at federally mandated rates: 50% of drivers for drugs, 10% for alcohol. We run the draws โ€” you get the list.

๐Ÿฉบ

MRO (Medical Review Officer)

All drug test results are reviewed by a licensed MRO before reporting. Non-negatives are adjudicated and reported directly to your DER.

๐Ÿ›๏ธ

FMCSA Clearinghouse Reporting

We manage required reporting of drug and alcohol violations to the FMCSA Drug & Alcohol Clearinghouse (49 CFR ยง382.705) on your behalf.

๐Ÿ“Š

Annual MIS Report

Receive your federally required Management Information System (MIS) report each year, summarizing testing activity for FMCSA compliance.

๐Ÿ“ž

DER Support

Your Designated Employer Representative gets direct access to our team for guidance on reasonable suspicion, return-to-duty, and follow-up testing.

๐Ÿ“

Recordkeeping

We maintain secure records of all testing activity for the DOT-required 5-year retention period so you're always audit-ready.

How It Works

Simple four-step process โ€” we handle the complexity.

1

Enroll Your Company

Call or email us. We collect your driver roster and assign each driver a unique ID in our DOT-compliant random pool.

2

We Run the Draws

Each quarter we randomly select the required percentage of your drivers using a scientifically valid random method. You receive a notification with the names.

3

Drivers Get Tested

Selected drivers visit any of our 10,000+ collection sites nationwide. Results go directly to our MRO for review.

4

Results to Your DER

Verified results are reported to you within 24 hours. Positive, refusal, or adulterated results trigger immediate DER notification.

Frequently Asked Questions

Do I need a consortium if I have only one CDL driver?

Yes. If you have fewer than two CDL drivers you cannot run a statistically valid single-company program. Joining a consortium pools you with other small fleets to meet FMCSA requirements.

What is the required random testing rate?

FMCSA currently requires a minimum of 50% of covered drivers for controlled substances and 10% for alcohol each calendar year. These rates can be adjusted by DOT based on industry-wide positivity.

What happens if a driver tests positive?

The driver must immediately be removed from safety-sensitive duties. They must complete a SAP (Substance Abuse Professional) evaluation, any prescribed treatment, and a return-to-duty test before returning to work.

Is the FMCSA Clearinghouse query included?

We handle violation reporting to the Clearinghouse. Pre-employment full queries ($25) and annual limited queries ($15) are billed per query as those fees are set by FMCSA.

Can I join mid-year?

Yes. We pro-rate enrollment and add your drivers to the next quarterly draw cycle.

What regulations govern this?

49 CFR Part 40 (DOT drug and alcohol testing procedures) and 49 CFR Part 382 (FMCSA controlled substances and alcohol use). We keep our program current with all regulatory updates.
