You are required to be DOT compliant if you meet any of the following:

  • Gross Vehicle Weight Rating (GVWR) or Gross Combination Weight Rating (GCWR) of 26,001 lbs. or more
  • Transporting 16 or more passengers (including the driver)
  • Transporting Hazardous Materials requiring placarding

Do I need to be in a consortium?

Yes. As an owner-operator, federal regulations (49 CFR Part 382) require you to be enrolled in a DOT-approved consortium for drug and alcohol random testing. You cannot self-administer your own random testing program.

What is the difference between Basic and Premium?

Both plans include consortium enrollment, random selection management, MIS reporting, Clearinghouse reporting, DER support, and recordkeeping. The Basic plan does not include the cost of actual drug tests or breath alcohol tests — those are billed when a test is ordered. The Premium plan is all-inclusive: random drug tests, breath alcohol tests, and Clearinghouse queries are all covered in your annual fee.

What is the FMCSA Clearinghouse?

The FMCSA Drug and Alcohol Clearinghouse is a federal database that records drug and alcohol violations for CDL holders. As of January 6, 2020, all employers including owner-operators must conduct pre-employment queries and annual limited queries for every driver.

Who is subject to DOT drug and alcohol testing?

Any person operating a commercial motor vehicle (CMV) requiring a CDL in intrastate or interstate commerce — including owner-operators — must participate in a DOT drug and alcohol testing program. This includes vehicles with a GVWR of 26,001 lbs or more, vehicles transporting 16+ passengers, or vehicles carrying hazardous materials requiring placarding.

What happens if I am selected for a random test?

Doctors Place will notify you when you are selected. You have a limited window to report to a collection site near you. Premium plan members have random tests fully covered. Basic plan members are billed at the time of testing.

What happens if I am audited by the FMCSA?

As a client of Doctors Place, we will provide all required compliance documentation for your new entrant examination, roadside inspections, or safety audits at no extra charge.

Do I need a DOT physical too?

Yes — all CDL drivers must hold a valid DOT Medical Examiner Certificate. Doctors Place offers DOT physicals at $110 at 15,000+ walk-in locations nationwide.
